Effective March 31, 2010 a Regional Evaluation Framework (REF) has been put in place to provide criteria on which the Capital Region Board evaluates municipal statutory plans and statutory plan amendments to ensure consistency with the long-term regional interests in the Capital Region Growth Plan. 

Member municipalities must submit new Intermunicipal Development Plans and Municipal Development Plans, and amendments thereto, to the Board for review and approval. The REF also provides criteria under which member municipalities must submit other statutory plans, or amendments thereto, to the Board. 

The Board delegates the review and approval of REF applications to a Chief Administrative Officers (CAOs) Subcommittee. In instances where a CRB Administration Recommendation is to not approve a REF application, or when the CAO Subcommittee does not unanimously approve or rejects an application, the application is brought to the Board for their consideration.

Correction to Note: Clause 3.2 (b) of the REF should read: "the effect of the statutory plan or statutory plan amendment proposes a net residential density that differs from the assigned density target in the Capital Region Growth Plan for the corresponding Priority Growth Area by 10% or more;" A corrected version of the REF will soon replace the existing document.
